How much is a four digit license plate worth?

No, I don't want to buy/sell one.

I inherited a license plate with a number slightly below 4000. I've
had it for 35 years and I'm thinking of passing it on to one of my
children so that they don't fight when I die. I only have one plate
but three kids. If I offer the other two children cash (as
compensation for not getting the plate), how much should I give them?
$1000?

Can you buy or sell one? I thought you can only give one to family
members, and released numbers are given out by lottery. So does it
even have a monetary value?
